According to my experience the Bluetooth HCI snooping feature requires your device to be rooted. On my rooted Samsung Galaxy S GT-I9000 it works fine while on my non-rooted Galaxy S3 Neo this feature does not work. Moreover, you should make sure that you have not accidently deleted the file....

I think it isn't necessary to update your S4 emulator since the changes are minor. However, if it is for testing applications or develop purposes I would recommend update it, because than the minor updates aren't minor anymore, the smallest change may result into a crashing application or a complete...
